Abstract
Günümüzde beşeri sermaye faktörü içinde yer alan kadınların üretim süreçlerine dahil olması sürdürülebilir ekonomik büyüme politikalarının önemli bir bileşenini oluşturmaktadır. Gelişmiş ülkeler çalışma yaşamında cinsiyet eşitliğinin sağlanmasına yönelik politikalar uygulamaktadırlar. Çalışma yaşamındaki kadın istihdamı artışı gelişmişlik seviyelerine olumlu katkı sunarak ekonomik büyümeyi pozitif etkilemektedir. Dolayısıyla gelişmekte olan ülkeler de kadın istihdamını artırmaya yönelik politikalar oluşturmak ve uygulamak yönünde hareket etmektedirler. Böylelikle sürdürülebilir ekonomik büyümeye katkı sunmayı hedeflemektedirler. Kamu yatırımları ekonomik büyüme ve sosyal gelişime katkı sunma amaçları doğrultusunda hareket etmektedir. Bu bağlamda çalışmanın amacı Türkiye için bölgesel kamu yatırımlarının bölgesel kadın istihdamı üzerindeki etkisini araştırmaktır. Bölgesel kamu yatırımlarının bölgesel kadın istihdamı üzerindeki etkisi Türkiye için 26 alt bölge bazında tarım, sanayi ve hizmet sektörlerini içerecek şekilde ele alınmıştır. Panel regresyon 2005-2017 dönemi için yıllık değişkenler kullanılarak tahmin edilmiştir. Panel regresyon tahmininde kullanılan değişkenler tarım, sanayi ve hizmet sektörlerinde çalışan kadın sayısı ve kamu yatırımlarından oluşmaktadır. Bulgular tarım ve sanayi sektörlerindeki kamu yatırımlarının kadın istihdamını etkilemediğini belirlemiştir. Diğer yandan hizmet sektörü kamu yatırımlarının kadın istihdamını pozitif yönde etkilediğini ortaya koymuştur. Bu sonucun önemi kadın istihdamını artırmaya yönelik politikalarda hizmet sektöründe kamu yatırımlarının katkısının açık bir şekilde ortaya konmasıdır.
Today, the inclusion of women, who are in the human capital factor, in production processes constitutes an important component of sustainable economic growth policies. Developed countries exert policies aimed at ensuring gender equality in working life. The increase in female employment in working life positively affects economic growth by contributing to development levels. Therefore, developing countries create and implement policies to increase women's employment. In this way, they aim to contribute to sustainable economic growth. Public investments perform in line with the objectives of contributing to economic growth and social development. In this respect the aim of this study is to investigate the impact of regional public investment in regional employment of women in Turkey. The impact of regional public investment on regional women employment are examined in 26 sub-regions for agriculture, industry and service sectors for Turkey. Panel regression is estimated using annual variables for the period of 2005-2017. The variables used in the panel regression estimation are the number of women working in agriculture, industry and service sectors and public investment. The findings of this study show that public investment in agriculture, and industry sectors are not impact of on women employment. On the other hand, the service sector is a positive and significant impact of on women employment. The importance of this result is that it clearly demonstrates the role of public investment in the service sector in policies aimed at increasing women's employment.
