Abstract

Cumhuriyet Dönemi’ndeki mülki idare taksimatı konusunda yapılan araştırmalarda genellikle zaman içinde il sayısının artmasına, yani belirli kriterler gözetilerek bazı ilçelerin il statüsüne getirilmesine odaklanılmaktadır. Emsallerinden farklı olarak bu araştırmada Cumhuriyet Dönemi’nde ilçeye dönüştürülen ve sonrasında tekrar il statüsüne getirilmeyen kentler (Beyoğlu, Üsküdar, Çatalca, Ergani, Gelibolu, Genç, Kozan, Siverek, Doğubayazıt, Silifke, Şebinkarahisar) konu edilmektedir. Araştırmanın amacı, söz konusu on bir kentin ilden ilçeye dönüştürülme süreçlerinde sunulan gerekçeler ile mevzuatta yer alan il olma koşullarının ne ölçüde bağdaştığının tespit edilmesidir. Bu çerçevede ilk olarak, Osmanlı İmparatorluğu’ndan kalan mülki idare mirasına, ardından cumhuriyet dönemindeki mülki idare taksimatının serüvenine yer verilmiştir. Son olarak ise arşiv vesikaları, resmî gazete, kurum raporları ve bilimsel araştırmalardan yararlanılarak araştırmanın bulguları ortaya koyulmuştur. Ulaşılan bulgular, Cumhuriyet Dönemi’nde yeniden il statüsüne getirilmeyen on bir ilin ilçeye dönüştürülmesinde mevzuatta yer alan iki temel koşulun (coğrafya durumu ve ekonomik koşullar) belirleyici olduğunu; ancak bunun yanında nüfus, yüzölçümü, bayındırlık, özel idarenin yetersizliği ve askerî örgütlenme gibi kriterlerin de mülki idare taksimatında önemli oranda rol oynadığını göstermektedir
Studies on the division of the civil administration during the Republican period usually focus on the increase in the number of provinces over time, i.e. the elevation of some districts to the status of provinces according to certain criteria. Unlike previous researches, this study focuses on a group of cities (Beyoğlu, Üsküdar, Çatalca, Ergani, Gelibolu, Genç, Kozan, Siverek, Doğubayazt, Silifke, Şebinkarahisar) that were transformed into districts during the Republican period and were not subsequently elevated back to the status of provinces. The aim of the research is to determine the extent to which the arguments put forward during the process of converting these eleven cities from provinces to districts conform to the requirements for provincial status set out in the legislation. In this regard, the research first examines the legacy of administrative divisions inherited from the Ottoman Empire and then the adventure of administrative division during the Republican era. The research's findings are then presented using historical records, government publications, institutional reports, and scientific studies.The findings show that the two fundamental conditions outlined in the legislation — geographical location and economic conditions — were decisive in determining in the transformation of eleven provinces, which were not restored to the status of provinces in the Republican period, into districts. However, in addition to that, the findings also demonstrate that criteria such as population, area, infrastructure, inadequacy of local administration, and military organization played a significant role in the administrative division.
