Abstract

Eğitimin kalitesini arttırmak için çağın getirdiği yeniliklere göre öğretim programlarının sürekli olarak değiştirilmesi ve güncellenmesi gerekmektedir. Bu bağlamda, 2006 yılında başlatılan bir çalışma ile kimya öğretim programında önemli değişiklikler yapılmıştır. Yenilenmiş kimya öğretim programı, 2008–2009 eğitim-öğretim yılında ülke genelinde uygulanmaya başlanmıştır. Bununla birlikte program geliştirmenin evrensel bir yapısı vardır. Farklı ülkelerde uygulanan öğretim programlarının incelenmesi, program geliştirme çalışmalarına farklı ve geniş bakış açıları kazandırmakta ve mevcut programların daha nitelikli hale gelmesine katkı sağlamaktadır. Ülkemizde lise kimya programı üzerine yapılan karşılaştırmalı eğitim çalışmalarının sayısı oldukça azdır. Dolayısıyla bu alanda yapılacak çalışmalar, kimya öğretim programının niteliğinin arttırılması için önemlidir. Bu doğrultuda çalışmanın amacı Türkiye ve Türkmenistan’daki mevcut kimya öğretim programlarını genel amaçlar, içerik, kazanımlar ve ölçme değerlendirme yaklaşımları açısından karşılaştırmak ve benzerlik ve farklılıklarını ortaya koymaktır. Bu amaç çerçevesinde, çalışmada betimsel araştırma yöntemlerinden biri olan tarama yöntemi kullanılmıştır. Çalışma yaklaşımı olarak karşılaştırmalı eğitim yaklaşımlarından yatay yaklaşım tercih edilmiştir. Karşılaştırmalı eğitim, toplumlarda ortaya çıkan eğitim problemlerini ve bu problemlerin nedenlerini, diğer ülkelerde benzer faktörlere değinerek belirleyen ve yorumlayan bir araştırma alanıdır. Yatay yaklaşımda, araştırmanın yapıldığı döneme ait tüm unsurlar dikkate alınarak her iki ülkenin eğitim sistemleri ayrı ayrı ve birlikte karşılaştırılarak incelenir. Veri analizi yöntemi olarak doküman analizi yöntemi kullanılmıştır. Elde edilen veriler eğitim sistemi, hedef, içerik ve ölçme değerlendirme yaklaşımı açısından karşılaştırılmıştır. Çalışma sonucunda iki ülkenin de konu içeriği bakımından benzer olduğu fakat eğitim sisteminin genel yapısı, kimya öğretim programının yıllara göre dağılımı ve konulara ayrılan sürelerde, kazanım ve konuların yapısı, ölçme değerlendirme yaklaşımlarında önemli farklılıkların olduğu tespit edilmiştir.
Curriculum is one of the basic components of education. The curriculum is not static, but has a dynamic structure to respond to the needs and expectations of the age. To improve the quality of education, it is necessary to constantly change and update the curriculum according to the innovations of the era. In this context, significant changes were made in chemistry curriculum with a study initiated in 2006. In the 2008-2009 academic year, the renewed chemistry program put into action across the county. In the following years, the program was updated. However, there is a universal nature of program development. The examination of the curriculums applied in different countries gives different and broad perspectives to the program development studies and contributes to the improvement of the existing programs. In our country, the number of comparative educational studies on high school chemistry program is not many. Therefore, the studies to be carried out in this field are important for increasing the quality of chemistry curriculum. Comparative education studies can be considered as an alternative in updating educational programs. Comparative education is a research approach based on studying and taking advanced aspects of other countries' educational systems and programs (Balci, 2007). As can be seen from here, program development is a process based on scientific methods. Comparative education studies are important studies to investigate the educational systems of different countries and different societies to reveal the similarities and differences between them. It is observed that the studies in the literature evaluated the teaching programs in terms of purpose, content, learning-teaching situations and measurement-evaluation approaches and compared the results with the Pisa and TIMMS exam results. In the current study, the PISA and TIMMS exams were excluded because Turkmenistan did not participate in these exams. The purpose of the present study was to compare current chemistry teaching programs in Turkey and Turkmenistan in terms of general goals, content, acquisitions and measurement and evaluation techniques, and reveals similarities and differences in the two programs. In the research, survey model which is one of the qualitative research models was used. As a research approach, a horizontal approach, one of comparative education approaches, was preferred. Comparative education is a field of research that identifies and interprets educational problems that arise in societies and the causes of these problems by addressing similar factors in other countries. In the horizontal approach, the education systems of both countries are examined separately and together, taking into account all the elements in the research period. Document analysis was used as data analysis method. The data obtained were compared in terms of education system, objectives, content and measurement and assessment approach. As a result of the study, it was determined that the two countries were similar in terms of subject content, but there were significant differences in the general structure of the education system, distribution of chemistry curriculum according to years and time allocated to subjects, the gains and structure of subjects, and the measurement and evaluation procedures. In general, the content of the two programs is the same, but the distribution to the class grades is different. On the other hand, the Turkmenistan curriculum includes only the subject headings, while the program in Turkey includes the topics and acquisitions. While chemistry teaching program in Turkey includes the objectives, values, competencies, basic, philosophical and general objectives of the program, it is noted that these departments are not mentioned in the chemistry teaching program of Turkmenistan. Another characteristic of programs is that they adopted a helical approach as a program preparation approach. Both programs focus on the importance of communicating with daily life and other disciplines, developing students' multidimensional thinking skills, using current technological developments and materials, rather than just adhering to textbooks or studying a course. In the measurement and evaluation phase, “experience” and “application” studies were given at the end of each unit in Turkmenistan. In addition, it has been observed that there are referrals for trips and practice related to the subject. It is proposed to use multidimensional measurement and evaluation approaches in the measurement and evaluation process of Turkey's chemistry education program by emphasizing that the standard system suitable for everyone is contrary to human nature and taking individual differences into account.
