Türkiye'deki Siyasi Politikaların Cumhuriyet'ten Günümüze Sanat Eğitimine Etkisi

Abstract

Bu çalışmada amaç; Cumhuriyet'ten günümüze kadar siyasi iktidarların sanat eğitimi politikalarını, aldıkları kararları ve uygulamaları incelemek, sanat eğitimiyle siyasetin birbirleriyle olan döngüsel ilişkilerini ve bu ilişkinin olumlu-olumsuz yaşanmışlıklarını ortaya koymak ve günümüzdeki durumuna öneriler sunmaktır. Araştırmanın deseni, araştırmanın amacına uygun olarak belirlenen nitel araştırma desenlerinden 'doküman analizi yöntemi' kullanılarak oluşturulmuştur. Araştırmada; Türkiye'de 1923-2020 yılları arası sanat eğitiminde yaşanan gelişmelere yer verilmiştir. Araştırma verilerini; MEB Tebliğler dergileri, Millî Eğitim Şûraları, MEB Talim ve Terbiye Kurulu raporları, hükümet programları, kalkınma planları, resmî ve özel raporlar, sanat eğitimi, eğitim veya siyaset üzerine yazılan tezler, makaleler, gazete haberleri, konuyla ilgili hazırlanan kitaplar ve kaynaklar oluşturmaktadır. Elde edilen veriler, betimsel analiz yöntemiyle çözümlenip alt amaçlarına uygun şekilde başlıklandırılarak yorumlanmıştır. Türkiye'nin sanat eğitimi alanında tarihsel süreç boyunca Batı uygarlıklarından geride olduğunu ve bu durumun genel eğitim sistemine yansıdığını ifade etmek mümkündür. Siyasette yaşanan her değişikliğin eğitim sistemine yansıdığı, eğitim sistemindeki bu yansımanın doğrudan sanat eğitimini de etkilediği gözlenmektedir. Çünkü sanat ve siyasetin ortak ülküsü, topluma yön vererek onu yeniden yapılandırmak/geliştirmektir. Müfredatlarda yapılan değişikliklerin, fiziki şartlar ve öğretmen yeterlilikleri göz önüne alınmadan yapıldığı ve bunun sanat eğitimini olumsuz etkilediği de bir gerçektir. Literatür tarandığında; sanat, siyaset ve eğitim üzerine, ayrı veya farklı ilişkilendirilen pek çok çalışma bulunmasına karşın; sanat eğitimiyle siyasetin etkileşimi üzerine yapılmış bir araştırmaya rastlanmamıştır. Araştırmanın; sanat eğitimi tarihi açısından ortaya çıkacak sonuçları ve bu sonuçlarla siyasi etmenlerin etkisini çözümleyip, günümüz politikalarıyla kıyaslanması ve günümüz politikalarına öneri sunması açısından özgün olduğu ve alana katkı sunacağı düşünülmektedir. Patterns were identified via qualitative research design, specifically the 'document analysis method'. In order to identify patterns of development in art education in Turkey, between the years of 1923 to 2020, a wide variety of sources were utilized. Data was amassed from the following: MEB Announcements Journals; National Education Councils; MEB Board of Education and Discipline Reports; Government Programs; Development Plans; official and special reports; theses on art education, general. Collected data was then interpreted and codified according to the Descriptive Analysis Method. Throughout history of art education in Turkey, it has been behind the Western civilizations. It is also possible to state that this situation is reflected in the general education system. It is observed that every change in politics is reflected in the education system, and this reflection in the education system directly affects arts education. Because the common ideal of art and politics is to restructure / develop the society by guiding it. It is a fact that the changes made in the curriculum are made without taking physical conditions and teacher qualifications into consideration, and this negatively affects the arts education. When the literature is searched; although there are many studies on art, politics and education that are related separately or differently; No research has been found on the interaction of art education and politics. This research therefore will contribute to the field by examining the relationship between the two from not only an historical perspective but also via the critical analysis of current policies and how the art education sector can best be strengthened moving forward.
