Abstract
Osmanlı Devleti, iç güvenliği daha etkin sağlamak amacıyla 1839 yılında Jandarma Teşkilatı’nı kurmuştur. Teşkilat, 19. yüzyıl boyunca farklı aşamalardan geçmiştir. Jandarma Teşkilatı’nın kurulmasıyla gündeme jandarmanın eğitimi de gelmiş, bu çerçevede ilk modern jandarma okulu,1904 yılında, Selanik’te kurulmuştur. Batı tarzı eğitim modeli örnek alınarak kurulan bu okul, II. Meşrutiyet’in ilanından sonra İstanbul’a taşınmıştır. Osmanlı Devleti ile başlayan jandarma subay eğitim geleneği, Cumhuriyet Dönemi’nde de devam etmiştir. Cumhuriyet öncesi jandarma müfredat programları incelendiğinde, programların Batılı ülkelerin jandarma eğitim sistemlerinden etkilendiği görülmektedir. Cumhuriyetle beraber değişen ihtiyaçlar, jandarma subay okullarının müfredat programlarını da yeniden şekillendirmiştir. Cumhuriyetin ilk yıllarındaki jandarma subay eğitim felsefesini anlamak için bu okulların müfredat programlarının değerlendirilmesi gerekmektedir. Bu çalışmanın amacı, 1937 tarihli Jandarma Subay Sınıf Okulu Müfredat Programı’nı değerlendirmektir. Araştırmada tarihsel yöntem kullanılmıştır. Veriler doküman incelemesi yoluyla elde edilmiştir. 1937 müfredat programı; hukuk, tarih, ekonomi, hesap işleri, fotoğrafçılık, daktilo, binicilik ve beden terbiyesi gibi farklı dersleri içermektedir.
The Ottoman State established the Gendarmerie Organization in 1839 in order to ensure moreeffective internal security. The organization went through different stages throughout the 19thcentury. With the establishment of the Gendarmerie Organization, the training of the gendarmeriecame to the fore, within this framework, the first modern gendarmerie school was established inSalonika in 1904. This school, which was based on the model of Western-style education model, wasmoved to Istanbul after the declaration of the Constitutional Monarchy II. The gendarmerie officertraining tradition, which started with the Ottoman Empire, continued in the Republic Period. Whenthe pre-Republic gendarmerie curriculum is examined, it is seen that the programs were affected bythe gendarmerie education systems of Western countries. Needs changing in direct relation to theRepublic paved the way to revise the education programs of the gendarmerie officer schools. In orderto understand the gendarmerie officer training philosophy in the first years of the Republic, thecurriculum of these schools should be evaluated. The aim of this study is to evaluate the 1937 Gendarmerie Officer School Curriculum. Thehistorical method was used in the research. The data was obtained through document review. The1937 program consisted of different courses such as law, history, economics, accounting affairs,photography, typewriter, riding and body training.
