Muhasebe-i Evkâf-ı Hümâyun Defterlerine Göre Trabzon Ebu’l-Feth Sultan Mehmed Han Hazretleri Vakfı (1860-1875): Analitik Bir İnceleme

Abstract

Osmanlı Devleti’nde vakıflar, kuruldukları bölgenin ekonomik, sosyal ve kültürel açıdan canlanmasına katkı sağlamışlardır. Vakıflar sayesinde devlet hazinesinden para çıkmaksızın halkın ihtiyaç duydukları barınma, sağlık, eğitim, sosyal tesisler gibi daha birçok insani ve beledi ihtiyaçları karşılanmaktaydı. Trabzon’un fethini müteakip şehirde kurulan Ebu’l-feth Sultan Mehmed Han Hazretleri Vakfı da aynı amaca hizmet ederek şehrin, şehir hüviyetine kavuşması ve sosyo-ekonomik ve kültürel açıdan canlanmasına katkıda bulunmuştur. Bu çalışmada, Tanzimat’ın ilanını müteakip vakıfların merkezileşmeye ve önemini kaybetmeye başladığı dönemde, Ebu’l-feth Sultan Mehmed Han Hazretleri Vakfı’nın gelir ve gider kalemleri döneme ait evkâf muhasebe defterlerine göre ayrıntılı bir şekilde analiz edilmiştir.In the Ottoman Empire, the foundations contributed to the economic, social and cultural revitalization of the region in which they were established. Thanks to the foundations, many humanitarian and municipal needs of the people such as housing, health, education, social facilities etc. could be met without any money coming out of the state treasury. The Ebu'l-feth Sultan Mehmed Khan Hazretleri Foundation, which was established in the city after the conquest of Trabzon, served the same purpose and contributed to the city regaining its identity as a city and its socio-economic and cultural revitalization. In this study, the revenues and expenditures of the Ebu'l-feth Sultan Mehmed Khan Hazretleri Foundation were analysed in detail according to the evkâf accounting books from the period when the foundations began to centralise and lose importance after the proclamation of the Tanzimat.
